Not power, but control
A delicate area does not forgive “a bit more energy”. What matters here is not watts but what the doctor controls: pulse width from 2 to 100 ms, fluence from 1 to 40 J/cm², a sapphire window that cools the skin during the flash—down to −10 °C. The settings are matched to your phototype and to how pronounced the pigmentation is.
